This is a brilliant opportunity for a People Business Partner to join FSCS on a 12-month fixed term contract.

This interim role is for a highly skilled and motivated HR Generalist with substantial experience in employee relations and organisational restructures within the financial services or public sector industries. The role holder will support a wide range of HR functions, ensuring compliance with legal and organisational standards, and driving HR initiatives that align with business strategy. The HR Generalist will play a key role in enhancing employee engagement, supporting leadership in organisational changes, and ensuring smooth HR operations. They will pro-actively work with their stakeholders on their local strategic people plans, encouraging forward thinking, continuity planning and supporting their areas with employee performance and growth. 

Key Priorities and Responsibilities

Employee Relations: 

  • Provide expert advice and support on a range of employee relations issues, including disciplinaries, grievances, performance management, and absence management. 
  • Act as a point of escalation for complex or high-risk employee relations cases, ensuring effective resolutions. 
  • Build strong relationships with line managers to guide and support them in managing employee relations matters effectively. 

Organisational Design: 

  • Partner with senior leaders to advise and lead organisational restructures, including workforce planning, redundancy processes, redeployment, and transition strategies. 
  • Ensure legal compliance and best practices are followed in managing redundancies or organisational changes. 
  • Support employees through change management initiatives, providing coaching, advice, and appropriate support structures 
  • Advise and support both employees and managers on TUPE-related matters, including changes to terms and conditions of employment, rights, and protections. 

Stakeholder Relationships 

  • Build strong, trusted relationships with senior stakeholders, acting as a critical friend and coach. 
  • Proactively encourage and support stakeholders to focus on the longerterm people strategy and workforce planning for their teams. 
  • Provide constructive challenge and insight to senior leaders and managers, helping them make effective and sustainable people decisions. 
  • Support the full talent management cycle, offering insight and challenge to ensure meaningful progression, development and succession planning are clearly identified and actively progressed 

Policy and Compliance: 

  • Develop, implement, and review HR policies and procedures to ensure alignment with best practices, legal requirements, and the organisation’s strategic goals. 
  • Ensure HR practices are fully compliant with relevant employment legislation, particularly within the financial services or public sector environment. 

Skills, Knowledge and Experience

We have identified the following skills, knowledge, and experience as essential for success in this role however we understand that everyone’s learning journey is different and there is no one size fits all.   • A wealth of HR experience, with a strong focus on employee relations, and organisational design. 
  • Proven experience managing complex employee relations issues and restructuring processes, including redundancy and redeployment. 
  • In-depth knowledge of UK employment law, including TUPE regulations, employee relations, and redundancy procedures. 
  • Strong understanding of HR policies, procedures, and best practices. 
  • Familiarity with HR software systems and data analysis tools. 
  • Excellent interpersonal and communication skills, with the ability to build relationships and influence at all levels of the organisation. 
  • Strong negotiation and conflict resolution skills, with the ability to manage sensitive situations professionally and empathetically. 
  • Strong project management skills, particularly in leading or supporting organisational change initiatives. 

Desirable experience and qualifications 

  • Familiarity with HRIS and ATS including Cascade, Networx and Vector 
  • CIPD qualification (or working towards) or equivalent experience.

Why this matters
FSCS compensation costs are rising fast - we project that compensation may rise from £405 million in 2017/18, mainly driven by escalating pensions claims. These costs put pressure on firms' finances and are passed on to consumers.

Our approach

  • Commit to joint action with the regulators and industry to identify and address the root causes of mis-selling and other conduct issues which drive failure and compensation costs.
  • Ensure consumers are alerted more quickly to vulnerabilities and risks as they emerge.
  • Work with our partners to improve co-ordination across government, industry and regulators, ensuring insights and intelligence are generated and acted on.
  • Feed back lessons learnt as a creditor and from recoveries activity, including working with the insolvency and insurance markets.
  • Develop FSCS' own capability to provide actionable intelligence.
